Cairo: Prime Minister Moustafa Madbouli affirmed that Egypt is moving forward in consolidating the rule of law, institutional governance, freedoms, and the achievement of justice, striking a balance between upholding the rule of law and preserving freedoms and society.
According to State Information Service Egypt, Madbouli stated that the remarks made by President Abdel Fattah El-Sisi on the Criminal Procedure Law reflect the leadership's keenness to strengthen rights and freedoms and to ensure the law is issued in a way that meets the aspirations of the Egyptian people and affirms Egypt's leadership as a model to follow. This came in a statement by the prime minister during the plenary session of the House of Representatives on Wednesday, 1 October 2025, at the opening of the sixth session of the second legislative term.
Madbouli expressed his gratitude for the efforts made by the Parliament over the past five years in discussing and passing a large number of laws that enabled the state and the government to implement their programs. He also extended his congratulations to the Armed Forces on the upcoming anniversary of the October Victory, stating that the Armed Forces are the solid shield of the Egyptian people and a cornerstone for achieving stability.
He noted that the House of Representatives is keen, through a national and legislative vision, to shape the law in a manner befitting Egypt-one that crowns years of public dialogue and deliberation aimed at modernizing the Criminal Procedure Law, ensuring its provisions are balanced and just. The government has done its utmost to draft the provisions of the Criminal Procedure Law in a balanced manner that upholds justice, the prime minister said.
However, President Abdel Fattah El-Sisi saw that additional safeguards could be included, and further clarifications could enhance the clarity and transparency of the provisions, all of which would contribute to placing Egypt among the nations where the law reigns supreme, he added. Madbouli said that the president's remarks on the draft law embody the political leadership's commitment to consolidating the foundations of rights and freedoms in all their forms.
They also underscore the importance of enacting legislation that reflects the aspirations of the great Egyptian people and highlights Egypt's stature and leadership in building a modern justice system that serves as a model for others, according to him. Madbouli expressed his sincere appreciation to President Sisi, who spares no effort in exercising his constitutional powers with full responsibility and a deep commitment to upholding the rule of law and safeguarding the rights and freedoms of citizens.
Madbouli stressed the government's commitment to ongoing dialogue, cooperation, and integration with the House of Representatives, in the interest of the nation. Madbouli affirmed that the Egyptian state is firmly moving forward with determination to entrench the foundations of the rule of law-a law that upholds justice, safeguards rights and freedoms, and reinforces the principle of the rule of law as the cornerstone of institutional governance and the foundation for achieving justice and equality for all citizens.
He stated that the Criminal Procedure Law is one of the most critical frameworks governing the course of justice, aiming to strike a precise balance between the rule of law, the protection of rights and freedoms, and the preservation of social security and stability. Madbouli praised the role of the House of Representatives in enriching the draft Criminal Procedure Law through extensive studies and discussions.
He continued, "Your discussions revealed a conscious national spirit and a mature legislative vision that were committed to shaping this law in a way befitting Egypt's name and history. At the same time, it strengthens citizens' trust in the justice system and reinforces their sense of fairness and legal security." He pointed out that the draft Criminal Procedure Law is the culmination of years of dialogue, studies, and deliberations involving multiple stakeholders-all with the aim of modernizing the criminal procedure system in alignment with the constitution and Egypt's international obligations.
The prime minister also extended greetings to the Egyptian people, the House of Representatives, the President of the Republic, and the Armed Forces on the occasion of the upcoming anniversary of the glorious October Victory. He concluded, "This victory affirmed that our Armed Forces have always been, and will always remain, the solid shield of the Egyptian people, and the unwavering defender of our beloved nation's stability-in the face of any attempt to threaten its security or unity. We always look forward to a brighter, easier, and more prosperous tomorrow."
