Cairo: The Ministry of Parliamentary, Legal, and Political Communication Affairs has released a comprehensive set of infographics as part of its awareness campaign, detailing the complete composition of the House of Representatives. This initiative is aimed at providing citizens with in-depth political information regarding the stages and milestones of the 2025 House of Representatives elections.
According to State Information Service Egypt, the campaign, spearheaded by Minister Mahmoud Fawzy, will continue post-elections to inform citizens about forthcoming steps within the House of Representatives. The infographics, released on September 1, 2026, offer detailed information on the number of elected and appointed members, as well as the constitutional regulations governing appointments, including quotas and gender representation.
The House of Representatives comprises 568 members, elected by direct, private, universal suffrage. Additionally, the President of the Republic holds the authority to appoint up to 5% of the members, amounting to 28 individuals, of whom at least half must be women, as stipulated by Law No. 46 of 2014. These appointments are officially announced in the Official Gazette and carry the same rights and obligations as those elected.
The allocation for appointed members aims to ensure representation of experts and individuals with significant achievements across various fields, as well as groups deemed necessary by the President. This selection process involves nominations from national councils, universities, research centers, and other relevant bodies, aligning with constitutional provisions.
The President must adhere to specific criteria, including ensuring appointees meet the same qualifications as elected members and maintaining the existing parliamentary majority. Additionally, appointees cannot come from the President's former political party or be individuals who unsuccessfully ran for election in the same legislative session.
