Luxor: Prime Minister Moustafa Madbouli inspected several facilities affiliated with the General Authority for Healthcare (GAH) in Luxor governorate, including El Karnak International Hospital and Luxor International Medical Complex. The visit aims to review the latest developments and achievements within the framework of the Universal Health Insurance System in the Upper Egypt governorate.
According to State Information Service Egypt, Luxor Governor Abdel Mottaleb Emara highlighted the significant impact of efforts in the health sector and the Universal Health Insurance Project on advancing medical services in the governorate. Emara noted the substantial contributions by the state to the health insurance file, with major medical facilities established at a cost of billions of pounds to improve the quality of health services for citizens.
Emara further explained that Luxor is the second governorate, after Port Said, to provide services under the Universal Health Insurance Project. This initiative is a major national effort adopted by the state and serves as a cornerstone of health sector reform in Egypt. The project aims to achieve significant health and humanitarian returns for beneficiaries through massive state investments totaling EGP 13.5 billion.
These investments have led to the development of six hospitals, 59 health units, and one medical center, enabling residents to access comprehensive medical and therapeutic services while reducing waiting lists. The governor praised the General Authority for Healthcare's efforts in developing health facilities, emphasizing his support for the authority's projects to enhance service levels and meet citizens' health needs.
GAH Chairman Ahmed el Sobky stated that 2025 witnessed the implementation of the largest package of medical expansions within the authority's facilities in Luxor. These expansions are part of a comprehensive plan to upgrade health services and infrastructure efficiency, ensuring medical services align with international quality standards under the Universal Health Insurance Project.
Sobky emphasized that these expansions mark a significant advancement in medical equipment and specialized services, with the development of vital departments and the introduction of new services for the first time in Luxor. He added that achievements in Luxor during 2025 reflect the authority's commitment to offering advanced medical services in the first-phase governorates of the system.
The newly introduced expansions meet citizens' needs and enhance facilities' readiness to provide safe, high-quality health care. Sobky also noted that the authority continues to introduce specialized medical fields and major surgeries, alongside infrastructure and equipment development, to ensure comprehensive health care for both citizens and tourists. GAH facilities in Luxor have delivered millions of medical and therapeutic services through 60 health facilities, including six hospitals, 11 medical centers, and 43 health units.
