Cairo: President Abdel Fattah El-Sisi held a meeting with the Secretary of the Security Council of the Russian Federation, Sergei Shoigu, on Monday, November 10, 2025. The meeting was attended by several high-ranking officials from both nations, including Egypt's Minister of Foreign Affairs, Emigration and Egyptian Expatriates, Dr. Badr Abdel-Atty, and Russia's Deputy Secretary of the Security Council, Alexander Venediktov, among others.
According to State Information Service Egypt, President El-Sisi commenced the discussions by conveying his greetings to Russian President Vladimir Putin, highlighting the strong and advancing relationship between Egypt and Russia. This relationship was recently solidified through the Comprehensive Strategic Partnership Agreement. Secretary Shoigu reciprocated by delivering President Putin's greetings and reiterated Russia's commitment to enhancing bilateral relations and maintaining political dialogues on shared concerns.
The meeting addressed a range of regional and international topics. President El-Sisi emphasized the importance of achieving stability in the Middle East, preserving the unity and sovereignty of its nations, and safeguarding the resources of their populations. He highlighted the critical implementation of the Sharm El Sheikh Agreement to end hostilities in the Gaza Strip, ensure a ceasefire, and facilitate humanitarian aid.
There was also a consensus on the necessity of implementing the Two-State Solution for establishing a Palestinian State, aligning with international legitimacy as the only path to a lasting peace in the region. Additionally, President El-Sisi reiterated Egypt's commitment to resolving the Russian-Ukrainian conflict and achieving comprehensive peace.
The dialogue extended to enhancing bilateral relations, particularly in political, commercial, and investment areas. Both sides emphasized the significance of previous agreements made during President El-Sisi's visit to Moscow in May 2025. Discussions included the development of the Russian Industrial Zone in the Suez Canal Economic Zone and the El Dabaa Nuclear Power Plant project. President El-Sisi underscored the importance of boosting economic cooperation, increasing trade volume, and enhancing tourism collaboration.
Concluding the meeting, Secretary Shoigu expressed Russia's appreciation for Egypt's role in the Middle East, acknowledging President El-Sisi's contributions to regional stability and affirming Russia's dedication to continuing close coordination with Egypt.
