Petroleum Minister Approves Investment Budgets to Enhance Refinery Operations

Cairo: Minister of Petroleum and Mineral Resources Karim Badawi has approved the investment budgets for Alexandria Petroleum Company and Amreya Petroleum Refining Company (APRC) for the 2026-2027 fiscal year. The minister emphasized the necessity of upgrading refineries to maximize output and improve product quality.

According to State Information Service Egypt, the minister highlighted the strategic importance of petroleum refining companies in fulfilling the domestic demand for petroleum products. He stressed the continuous development and enhancement of refining units to increase production capacity, improve product quality, and reduce import costs, thereby alleviating the financial burden on the state.

Badawi also called for rigorous monitoring of product quality through accredited laboratories at all refineries. He instructed companies to prepare reports on laboratory test results for presentation to their general assemblies. Urgency was placed on the completion of ongoing projects and upgrading units with limited output. The focus was on projects that deliver quick returns, increase production, improve product quality, and enhance the economic value of assets.

Reham Allafa, Chairperson of Alexandria Petroleum Company, shared the company's investment plan valued at approximately EGP 10 billion. The plan includes several replacement and refurbishment projects, notably the recommissioning of a boiler that resulted in savings of approximately EGP 1.7 billion compared to purchasing a new unit. Allafa also highlighted initiatives in occupational health, safety, environmental protection, and energy efficiency.

Mohamed Sobhi, Chairman of Amreya Petroleum Refining Company, stated the company is undertaking significant replacement and renewal projects. These include refurbishing petroleum product tanks, upgrading control systems, and pursuing digital transformation. Sobhi emphasized the Naphtha Improvement and Aromatics Production Complex, which aims to boost benzol and gasoline output.

Sobhi also detailed several energy-saving projects, such as improvements to furnace efficiency at the aromatics complex, expected to save 1,000 tons of fuel gas annually. The replacement of boilers will save 450 tons of natural gas per year, and the replacement of damaged steam traps will reduce carbon emissions by approximately 261 tons annually.
