FM Urges Israel to Comply with International Law and Halt Palestinian Displacement

New york: Minister of Foreign Affairs Badr Abdelelatty called on Israel, as the occupying power, to fully comply with international law and international humanitarian law, urging a halt to all measures aimed at displacing Palestinians or altering the demographic status of the occupied Palestinian territories. The foreign minister also emphasized the importance of allowing the unimpeded delivery of humanitarian aid and refraining from obstructing movement through the Rafah crossing.

According to State Information Service Egypt, Abdelatty was delivering Egypt's speech at the ministerial-level UN Security Council session on developments in the Middle East, held at the United Nations headquarters in New York. He reaffirmed Egypt's unwavering support for achieving a just and comprehensive settlement of the Palestinian cause and stressed the importance of fully implementing relevant international obligations to end the war in the Gaza Strip.

During his speech, Abdelatty expressed Egypt's appreciation for convening the session at a critical juncture marked by intensified regional and international efforts to reach a fair resolution to the Palestinian issue amid ongoing challenges resulting from the policies of the occupying authority in the Palestinian territories. Egypt has supported US President Donald Trump's plan to end the war in Gaza and is set to host the Sharm El Sheikh Peace Summit in October 2025 to advance these efforts. Abdelatty added that Egypt has rejected attempts to liquidate the Palestinian cause.

The Security Council's adoption of Resolution 2803 on November 17, 2025, constitutes a binding international reference framework for implementing transitional arrangements in Gaza, the top Egyptian diplomat noted. He added that Egypt has intensified efforts in coordination with international partners to support the implementation of the first phase of the plan, including consolidating the ceasefire, addressing the hostage file, and removing obstacles hindering the entry of humanitarian assistance into Gaza.

Abdelatty emphasized that implementing the commitments outlined in Resolution 2803 and the plan to end the war is a collective responsibility, highlighting Israel's commitment to cease violations of the ceasefire and stop obstructing humanitarian aid deliveries or restricting the work of humanitarian and UN organizations. He highlighted the importance of accelerating early recovery and reconstruction efforts in Gaza to restore basic services, enable residents to remain on their land, and create conditions conducive to stability.

He underscored the need to empower the National Committee for the Administration of Gaza (NCAG) to carry out its duties from within the Strip during the transitional phase, paving the way for the Palestinian Authority to fully assume its responsibilities. He further stressed the urgency of forming and deploying an international stabilization force to monitor the ceasefire and ensure the flow of humanitarian aid, alongside supporting the deployment of Palestinian police personnel to maintain security.

Meanwhile, Abdelatty condemned Israel's decisions and measures in the West Bank, including the acceleration of settlement activities and attempts to impose a new legal and administrative reality. He stated that such practices constitute a violation of international law and Security Council resolutions, including Resolution 2334, as well as the advisory opinion issued by the International Court of Justice in 2024.

The foreign minister reiterated Egypt's support for the growing international momentum toward recognition of the State of Palestine and renewed the call for granting it full UN membership. He outlined Egypt's vision for achieving a just and comprehensive peace in the region, citing President Abdel Fattah El Sisi's assertion that the region has a historic opportunity to realize a Middle East where all peoples can enjoy peace, stability, and dignified living, within a framework of respect for sovereignty and international law, and in a manner that ensures sustainable security and stability for the region's peoples.
