New administrative capital: Minister of Investment and Foreign Trade Hassan el Khatib emphasized on Tuesday, December 9, 2025, the importance of developing a clear plan to enhance investment in the tourism sector. The plan entails identifying investment opportunities in Egypt and determining the targeted number of hotel rooms needed to support the goal of attracting 30 million tourists by 2030, with the aim of doubling that figure in subsequent years, the minister said.
According to State Information Service Egypt, Khatib made the remarks during a meeting with Minister of Tourism and Antiquities Sherif Fathy and Minister of Housing, Utilities, and Urban Communities Sherif el Shorbagy in the New Administrative Capital. The meeting tackled ways to support tourism investment and accelerate progress in this vital sector.
During the meeting, Khatib said that the Investment Ministry is working on restructuring investment procedures, consolidating licensing authorities and fees into a unified digital platform, with a view to simplifying the process, reducing costs, and attracting more domestic and foreign investments, particularly in the tourism sector.
For his part, the tourism minister affirmed that the development of the tourism sector requires accelerating the procedures for allocating and licensing land for new projects, in addition to standardizing and capping fees for a set period to attract direct foreign investments. The tourism ministry aims to transform the current investment map into an "investment opportunities bank", supported by incentives and clear procedures that balance between attracting investors and protecting the state's rights, Fathy said.
Meanwhile, Shorbagy stressed the importance of strengthening public-private partnerships through specialized models for hotel projects, with clear pricing of land and expedited tendering and licensing procedures.
