Cairo: The Cabinet, led by Prime Minister Mostafa Madbouly, has greenlit a draft presidential decree for Egypt's entry into the European Union's Horizon Europe programme as a partner country. This decision was made during the weekly Cabinet meeting on Thursday, November 27, 2025.
According to State Information Service Egypt, Horizon Europe is the EU's flagship funding initiative for research and innovation. This programme is focused on addressing climate change, promoting the United Nations Sustainable Development Goals, and boosting the EU's competitiveness and economic growth. The programme is designed to create employment opportunities by engaging talented individuals from EU member states and supports cooperation and industrial competitiveness to optimize investment impact across the bloc.
The programme also aims to uphold the core principles and values of international cooperation in research and innovation, encouraging global researchers and innovators to engage with EU partners. Egypt's involvement as a partner country is anticipated to broaden access to research and innovation funding opportunities.
With this new status, Egypt will enjoy parity with EU member states, allowing Egyptian researchers to tap into European research capacities and secure funding for their initiatives.
