Voting Begins in Runoff of Second Stage of House of Representatives’ Elections

Cairo: Polling stations opened for the first day of voting in the runoff of the second stage of the House of Representatives elections at 9:00 am on Wednesday, December 17, 2025, receiving voters wishing to cast their ballots. A total of 101 parliamentary seats are being contested in this round, with 4,494 sub-committees operating across 55 electoral districts in 13 governorates.

According to State Information Service Egypt, the governorates included in the second stage runoff are: Cairo (7 districts), Qalyubia (5), Dakahlia (10), Monufia (6), Gharbia (7), Kafr El-Sheikh (4), Sharqia (8), Damietta (1), Port Said (1), Ismailia (3), Suez (1), North Sinai (1), and South Sinai (1). The electoral process is being conducted under the supervision of members of judicial bodies and will continue over two consecutive days, with monitoring by civil society organizations and local and international media.

Heads of sub-committees from the State Lawsuits Authority and the Administrative Prosecution had received polling stations early in the morning, inspected them, ensured the availability of all necessary materials, verified that ballot boxes were empty, and sealed them with special coded plastic locks. Police forces were deployed to secure polling stations and their surroundings to ensure a safe and reassuring environment for voters.

The National Elections Authority (NEA) provided multiple facilitations to ease voting, especially for the elderly and persons with disabilities. These included locating most polling stations on ground floors, providing guidance boards with QR codes for voting information, awareness materials, ballots in sign-language alphabet format for the hearing impaired, Braille guidance cards for the visually impaired, and clear notices on ballots specifying the number of seats to be selected in each district to avoid invalid votes.

The elections are being monitored by a number of international organizations, including the Arab League, the African Union, the Organization of Islamic Cooperation, the Arab Organization of Electoral Management Bodies, and the Parliamentary Assembly of the Mediterranean, in addition to local civil society organizations and media outlets.
