New capital: Prime Minister Mostafa Madbouli held a meeting on Thursday, December 11, 2025, to follow up on developments in Health and Population Ministry files. Madbouly chaired the meeting at the Cabinet headquarters in the New Capital, attended by Deputy Prime Minister and Health Minister Khaled Abdel Ghaffar, former ICT Minister and Rapporteur of the Supreme Advisory Committee for Human Development Maged Osman, and several senior officials.
According to State Information Service Egypt, Abdel Ghaffar reviewed the latest progress in healthcare infrastructure projects in Cairo, including the executive status of the Nile Medical City (Nasser Institute) development project. The project comprises an extension building housing a range of medical services such as laboratories, radiology and operating theatres; two physicians' housing buildings; a research center, an annex to the Nasser Institute Hospital, an outpatient clinic building, a multi-storey garage, and an expanded oncology building providing pediatric and adult cancer care and surgery.

He also outlined the proposal for the Nile Model Children's Hospital, a specialized pediatric facility designed according to standards and a functional program developed by the Secretariat of Specialized Medical Centers, with the new hospital linked to the Nasser Institute as part of the fully integrated, world-class Nile Medical City project.
Abdel Ghaffar further presented a proposal to establish a city for hospitals and educational institutes for research and training; an integrated, multi-centre, multi-specialty research complex built to global standards, aimed at optimizing human and material resources, strengthening scientific research output, and providing high-quality medical training and healthcare services in line with international benchmarks.
He added that the proposed city would enhance the quality and efficiency of the authority's distinguished medical services, in line with evolving healthcare needs and national health strategies. It would also strengthen clinical and academic training through a high-capacity training center and establish a university of medical and technological sciences.
The minister noted that the city's design adheres to the latest healthcare facility codes, the standards of the General Authority for Healthcare Accreditation and Regulation, and infection-control protocols, as well as green-hospital criteria. The design also allows for future expansion without disrupting operations and includes digital infrastructure to accommodate technological advancements and artificial intelligence.
Separately, Abdel Ghaffar outlined the methodology for preparing the human development chapter of the National Narrative, stressing the importance of highlighting the central role of the Ministerial Group for Human Development in supporting integrated, cross-government policies through setting priorities, unifying vision and enhancing monitoring, evaluation and performance-measurement mechanisms. He said the proposed strategic framework for human development focuses on empowering people through interconnected policies across health, education, women's empowerment, youth, sports, culture, social protection and broader human empowerment. The Deputy Premier also reviewed its core pillars and the enabling environment required to support them.
