Cairo: Prime Minister Mostafa Madbouly inaugurated the General Assembly of the InterAcademy Partnership (IAP) on Thursday, December 11, 2025. The event was attended by Minister of Communications Amr Talaat, Minister of Higher Education Ayman Ashour, Deputy Prime Minister for Human Development and Minister of Health and Population Khaled Abdel Ghaffar, along with several ministers and senior state officials.
According to State Information Service Egypt, Madbouly is also set to attend the International Research Commercialization Expo (IRC Expo 2025). This expo is part of the state's ongoing efforts to connect scientific research with industry, thereby strengthening the national innovation system. The exhibition is a significant move towards embedding knowledge as a vital economic force, contributing to the realization of Egypt Vision 2030 for sustainable development.
During the opening of the General Assembly of the InterAcademy Partnership (IAP), Madbouly witnessed the signing of executive protocols for nine alliances that have advanced to the final stage of the presidential initiative "Alliance and Development." These protocols are the culmination of efforts by the Ministry of Higher Education and Scientific Research, following the initiative's launch on February 17, 2025. This initiative is part of the National Strategy for Higher Education and Scientific Research 2030 and the National Policy for Sustainable Innovation.
The initiative is designed to bolster Egypt's science, technology, and innovation ecosystem by forming specialized regional alliances. These alliances aim to unite higher education and research institutions, industry, entrepreneurs, investors, and government entities throughout the country. The primary objective is to foster innovation and entrepreneurship in sectors with high growth potential, maximizing impact, driving economic development, serving as innovation hubs, and catalyzing job creation.
A total of 104 alliances submitted applications, offering promising and viable visions across various fields. These proposals went through a three-stage evaluation by a specialized technical committee, with guidance from the sectoral councils of the Academy of Scientific Research and Technology and international experts. Nine alliances successfully completed all evaluation stages, receiving preliminary acceptance and moving to the final assessment phase.
The final evaluation is crucial for translating these visions into detailed implementation plans. It includes signing a cooperation protocol between the Higher Education Ministry and each alliance. This protocol finalizes the alliance's sectoral focus, membership structure, budget, a detailed six-month implementation plan, and performance indicators. Alliances that meet the protocol requirements will gain final approval and sign an agreement with the Higher Education Ministry to commence their activities over three years.
