Egypt and France Forge Strategic Partnership with Eight Development Agreements

Cairo: The Ministry of Foreign Affairs, International Cooperation, and Egyptian Expatriates facilitated the signing of eight cooperation agreements and memoranda of understanding on Wednesday, June 24, 2026. These agreements involve several Egyptian ministries, the French Development Agency (AFD), the European Union, and a selection of French companies, aiming to support development projects across sectors such as health, education, and green industry.

According to State Information Service Egypt, the event was attended by key figures including Minister of Foreign Affairs, International Cooperation, and Egyptian Expatriates Badr Abdelatty, Minister of Transport Kamel El Wazir, Minister of Local Development and Environment Manal Awad, and Minister of Education and Technical Education Mohamed Abdel Latif. French representatives included Ambassador to Egypt Eric Chevallier, AFD Executive Director for Operations V©ronique Vouland, and AFD Country Director in Egypt Cl©mence Vidal de La Blache.

During the ceremony, Abdelatty emphasized the progress in strategic partnerships between Egypt and AFD over the past two decades, which have led to notable development projects in transport, energy, water security, and infrastructure. These projects have significantly improved public services and supported Egypt's economic and social development efforts.

The newly signed agreements reflect the strong Egyptian-French relations and a shared commitment to sustainable development in healthcare, education, technical and vocational training, and green industry. Abdelatty praised the partnership as a successful model of international cooperation, built on mutual trust and a shared vision. He expressed gratitude to the French government, AFD, and all participating institutions.

Key agreements include two financing deals totaling 300 million euros to support Egypt's Universal Health Insurance System, aimed at enhancing healthcare service sustainability and expanding citizen coverage. A memorandum of understanding was also signed to improve primary healthcare services nationwide.

In education, a grant agreement was established to promote French as a second foreign language in public schools. Additionally, letters of intent were signed to create applied technology schools in collaboration with the ministries of transport and education, including an institution at the Wardan Railway Institute and another in partnership with France's RATP Group.

The agreements also feature a 45-million-euro credit facility for a sustainable green industry project, in cooperation with the Egyptian Environmental Affairs Agency, supporting Egypt's green economy transition. Furthermore, a grant agreement with the Micro, Small and Medium Enterprise Development Agency (MSMEDA) aims to expand service access and create economic opportunities in targeted areas.

These agreements reinforce Egypt and France's dedication to strengthening their strategic development partnership, supporting sustainable and inclusive economic growth, enhancing living standards, and advancing Egypt's long-term development goals.
