PM Reviews Holding Companies’ Restructuring Program

Cairo: Prime Minister Moustafa Madbouly: Prime Minister Moustafa Madbouly reviewed the targets of a program to restructure holding companies as part of the state's efforts to reorganize and manage state-owned enterprises, improve the management of state assets, and maximize their economic returns. The prime minister made the remarks during a meeting held on Tuesday evening, September 15, 2026, at the government headquarters in the New Capital. The meeting was attended by Deputy Prime Minister for Economic Affairs Hussein Issa, Finance Minister Ahmed Kouchouk, Investment and Foreign Trade Minister Mohamed Farid Saleh, Future of Egypt Sustainable Development Authority Chairman Bahaa el-Ghannam, Assistant Adviser to the President for Urban Planning Hisham el-Souify, Assistant Prime Minister and CEO of the State-Owned Companies Unit at the Cabinet Hashem el-Sayed, and officials from the relevant ministries.According to State Information Service Egypt, the meeting discussed mechanisms for reorganizing the affili ation of a number of holding companies, including the Holding Company for Construction and Development, the Holding Company for Tourism and Hotels, the Metallurgical Industries Holding Company, the Holding Company for Pharmaceuticals, Chemicals and Medical Supplies, the Cotton, Spinning and Weaving Holding Company, and the Chemical Industries Holding Company. The restructuring program is aligned with the objectives of the State Ownership Policy Document, which seeks to redefine the state's role in economic activity, maximize the economic returns from state assets, improve their management and utilization, and restructure and develop state-owned companies while enhancing their operational and financial efficiency and corporate governance.The program also aims to fulfill commitments under the structural reforms program agreed with international development partners, strengthen the private sector's role, attract investment, and improve resource allocation efficiency. It also emphasizes the importance of coordi nation, follow-up, and performance evaluation to support the achievement of the state's economic targets.
