Planning Minister and Deputy Finance Minister Discuss Program and Performance Budgeting Progress

Cairo: Minister of Planning and Economic Development Ahmed Rostom met on Tuesday, July 7, 2026, with Deputy Finance Minister Yasser Sobhy to review the progress in implementing the government's program and performance budgeting framework. This initiative is part of the ongoing efforts to enhance planning efficiency and improve the management of public investment.According to State Information Service Egypt, the meeting, which included officials from both ministries, addressed technical and implementation issues as part of the continued coordination between the planning and finance ministries. The objective is to enhance public financial management through better planning.Rostom emphasized that program and performance budgeting is a critical tool for advancing the country's planning and public finance systems. By linking financial resources to development programs and objectives through measurable performance indicators, this approach aims to direct public spending towards achieving state priorities.He f urther stated the government's commitment to embedding this approach as a fundamental part of strategic planning. This includes strengthening the integration between development plans and the state budget, improving resource allocation, and enhancing oversight of government projects.The minister noted that the system would boost the efficiency and transparency of public spending by using clear indicators to measure outputs, outcomes, and development impact. This supports evidence-based policymaking and allows for continuous evaluation of government performance.Rostom also mentioned that the framework aligns with Egypt's State Planning Law and Unified Public Finance Law. It is part of broader efforts to modernize government monitoring systems in line with sustainable development goals and Egypt Vision 2030.Deputy Finance Minister Sobhy outlined the current status of implementation, highlighting the progress made so far. He stressed the importance of ongoing coordination between the finance and planning m inistries to ensure a unified methodology across government agencies.Sobhy reported that both sides have reached a full agreement on the structure of the main and sub-programs. The focus has now shifted to reviewing the projects and activities linked to these programs to strengthen financial classification and reinforce the connection between budget programs and targeted development outcomes.
