Egypt’s FRA Overhauls Real Estate Valuation Standards After Over a Decade

Egypt: Egypt's Financial Regulatory Authority (FRA) has issued updated real estate valuation standards for the first time in more than 11 years.

According to State Information Service Egypt, the second edition of the Egyptian Real Estate Valuation Standards was issued under FRA Board Decision No. 191 of 2026. This move is part of the authority's efforts to enhance valuation practices and increase transparency in the real estate market. FRA Chairman Islam Azzam emphasized the significance of reliable property valuations for mortgage finance, real estate investment funds, and other financial activities involving property assets.

The newly established rules are aligned with the latest International Valuation Standards (IVS), which have been effective since 2025, while also considering Egypt's specific legal and regulatory requirements. The standards mandate that valuers maintain independence, disclose any potential conflicts of interest, and meet professional competency criteria. Additionally, valuation records are generally required to be retained for a minimum of five years.

To determine property values, three main approaches can be utilized: the market, income, and cost approaches. The appropriate method to be applied will depend on the type of property and the purpose behind the valuation. Furthermore, the rules set forth standards regarding the quality and sources of data used in valuations, addressing aspects such as ownership, leases, usufruct rights, undeveloped land, redevelopment projects, and properties under construction.

These standards are comprehensively detailed in a guide that spans more than 140 pages. The decision will come into effect the day after it is published in the Egyptian Gazette.
