Egypt Adopts Strategic Policy Planning, Digital Tools to Drive Growth

Cairo: Egypt is advancing a comprehensive, policy-based strategic planning system to modernize national planning and support sustainable economic growth, Planning, Economic Development and International Cooperation Minister Rania Al-Mashat said on Friday 9/1/2026.

According to State Information Service Egypt, the planning ministry released its 2025 activity report, highlighting efforts to develop planning and monitoring systems using a programs-and-performance methodology. The report noted the creation of tools such as the annual economic and social development plan guide and the integration of short-medium and long-term plans to ensure coordination across sectors and regions.

Digital tools play a central role, including the national monitoring and evaluation platform 'Adaa,' which tracks the performance of 40 ministries and government agencies, identifies implementation obstacles, and helps ensure transparency and accountability. The Ministry said the system will support linking budget allocations to developmental outcomes, with full rollout of programs-and-performance budgets planned for the 2026/2027 fiscal year.

The initiatives align with Egypt's National Comprehensive Development Narrative and ongoing structural reform programs, aiming to improve efficiency, effectiveness, and equitable distribution of development gains across the country.
