Cairo: Today, Wednesday, November 19, 2025, President Abdel Fattah El-Sisi and President Vladimir Putin participated, via video conference, in the ceremony for the installation of the Reactor Pressure Vessel (RPV) for the first nuclear unit at the El Dabaa Nuclear Power Plant. The event coincided with Egypt's annual celebration of Nuclear Energy Day, observed on November 19 each year.
According to State Information Service Egypt, the ceremony commenced with an introductory film about the Egyptian nuclear project, followed by speeches from Director General of ROSATOM, Mr. Alexey Likhachev, Minister of Electricity and Renewable Energy, Eng. Mahmoud Esmat, and a recorded message from IAEA Director General, Rafael Grossi.
In his speech, Russian President Putin congratulated Egypt on the installation of the RPV, affirming the successful cooperation between Egypt and Russia in constructing the reactor. He emphasized that the project would provide necessary electricity to support Egypt's economy. President Putin acknowledged the crucial role of President El-Sisi's support in achieving rapid progress in the construction of the power plant.
President Putin expressed Russia's support for Egypt's development goals, highlighting the strategic partnership between the two nations. He noted the historical ties between Egypt and Russia, referencing Soviet participation in constructing the High Dam and major Egyptian factories. The President also highlighted ongoing trade, industrial cooperation, and the establishment of an industrial zone in the Suez Canal Economic Zone.
He stated that the electricity generated by the El Dabaa plant will enhance Egypt's energy security, with the project adopting advanced technology and adhering to environmental standards. Russia is also providing training programs for Egyptian personnel in the nuclear sector, with potential applications in other fields such as medicine and agriculture.
President Putin concluded by thanking the project employees from both countries, congratulating Egypt on Nuclear Energy Day, and extending birthday greetings to President El-Sisi.
President El-Sisi also delivered a speech, followed by a documentary on the RPV's manufacturing, inspection, and transfer. Dr. Sherif Helmy, Chairman of the Nuclear Power Plants Authority, announced the readiness for the RPV installation, requesting authorization from Presidents El-Sisi and Putin to commence the installation ceremony.
