President El-Sisi Amends Law on National Authority for Tunnels

Cairo: President Abdel Fattah El-Sisi signed Law No. 83 of 2025, introducing amendments to Law No. 113 of 1983, which pertains to the establishment of the National Authority for Tunnels. The amendment specifically addresses the status of Metro lines and electrically powered railway transport systems.

According to State Information Service Egypt, the new amendment classifies Metro lines, railway transport systems, and associated zones as public property owned by the state. This includes lands, facilities, and buildings of the National Authority for Tunnels, such as stations, depots, garages, workshops, and administrative offices. These are now recognized as public utilities for public benefit, protecting them from any form of disposal, seizure, ownership, or real rights acquisition by prescription.

The Cabinet, following a proposal from the Minister of Transport, will determine the boundaries of the Metro lines and electrically powered railway transport systems. This decision will be made in alignment with Law No. 10 of 1990, which governs the expropriation of real estate for public benefit.

The newly amended law has been published in the official Gazette, marking its official enactment.
