PM Attends Inking Protocols Under “Alliance, Development” Initiative

New administrative capital: Prime Minister Moustafa Madbouli attended on Thursday, December 11, 2025, the signing ceremony of the executive protocols for the nine alliances that have qualified for the final stage of the presidential initiative "Alliance and Development". This came during his participation, on behalf of President Abdel Fattah El Sisi, in the General Assembly of the InterAcademy Partnership (IAP) and the International Research Commercialization Expo (IRC EXPO 2025), which is taking place in the New Administrative Capital under the auspices of the President. The ceremony was attended by Minister of Higher Education and Scientific Research Ayman Ashour.

According to State Information Service Egypt, the signing of the agreements marks the culmination of several phases of work since the Ministry of Higher Education and Scientific Research launched the competitive call for the presidential initiative 'Alliance and Development' on 17 February 2025, in line with the National Strategy for Higher Education and Scientific Research 2030 and the National Policy for Sustainable Innovation. The initiative aims to strengthen Egypt's science, technology, and innovation ecosystem by establishing and activating specialized regional alliances that bring together higher education and research institutions, industry, entrepreneurs and investors, and government bodies across Egypt's regions.

These alliances are designed to stimulate innovation and entrepreneurship in high-growth, high-potential sectors, thereby maximizing impact and enabling each alliance to act as a driver of economic development, a hub for innovation, a platform for successful enterprises, and a catalyst for job creation. A total of 104 alliances submitted proposals presenting promising applied visions across various fields. The submissions underwent a three-stage evaluation process conducted by a specialized technical committee, with support from the sectoral councils of the Academy of Scientific Research and Technology and international experts. Nine alliances passed all three evaluation stages, earning preliminary acceptance and advancing to the final assessment phase.

The final evaluation stage is a decisive step toward transforming these visions into concrete implementation plans. It includes the signing of a cooperation protocol between the Higher Education Ministry and each alliance to finalize the alliance's sectoral focus, membership structure, budget, a detailed six-month implementation plan, and performance indicators. Alliances that successfully meet the protocol's requirements will receive final approval, followed by the signing of an agreement with the Higher Education Ministry to begin implementing their activities over a three-year period.

For his part, Ashour affirmed that the presidential initiative "Alliance and Development" represents an advanced model for the practical application of the National Policy for Sustainable Innovation 2030. He added that the alliances selected for the final stage reflect the ability of Egypt's higher education, research, industry, and government institutions to forge strong partnerships capable of driving regional development.
