Planning Minister Announces Three-Year Economic Transformation Program

Alamein:Planning and Economic Development Minister Ahmed Rostom outlined a three-year economic transformation agenda focusing on improving 'growth quality' and enhancing government performance through an implementation-driven approach.

According to State Information Service Egypt, Rostom highlighted this program during a session titled 'Partnering with Egypt Shared Opportunities for African Business' at the Alamein-Africa 2026 Forum. The event was attended by Transport Minister Kamel El-Wazir, Industry Minister Khaled Hashem, Federation of Egyptian Industries Chairman Mohamed Zaki El-Sewedy, and about 1,500 African investors and business leaders, in partnership with Afreximbank.

Rostom emphasized the importance of macroeconomic stability as a foundation for economic growth, citing recent measures taken to address regional and international challenges. He underscored the government's commitment to expanding the private sector's role in driving development, particularly in creating sustainable jobs, increasing value added, and enhancing local manufacturing.

The Minister announced the ongoing implementation of the State Ownership Policy Document's two phases, demonstrating the government's dedication to opening key sectors for private investment. He also revealed plans for a 'unified licensing window' aimed at simplifying investor procedures, reducing paperwork, and strengthening market mechanisms.

Rostom stated that the upcoming agenda would prioritize comprehensive structural reforms to boost productivity and competitiveness. This includes adopting active market policies and ensuring exchange-rate flexibility as central to economic transformation.

In conclusion, Rostom stressed the necessity of transitioning to a knowledge-based, advanced economy through accelerated digital transformation and investment in human capital. This involves improving education quality and building workforce capabilities to meet the demands of both the Egyptian and regional labor markets.
