Finance Ministry Unveils 2nd Tax Facilitation Package to Expedite VAT Refunds

Cairo: Deputy Finance Minister for Tax Policies Sherif El-Kilany announced that the primary objective of the second package of tax facilities is to streamline value added tax (VAT) refund procedures. The announcement was made on Monday, January 19, 2026, emphasizing the package's role in addressing fast VAT refunds and providing essential liquidity to companies.

According to State Information Service Egypt, El-Kilany, speaking at a conference organized by Deloitte Egypt, detailed that the package includes measures to shorten refund durations through simplified digital procedures and expand the categories of beneficiaries. These steps are intended to offer immediate liquidity to the production and export sectors, thus reducing financing costs and boosting investor confidence.

The new facilities are designed to simplify interactions with the tax system by enhancing electronic registration and expanding digital services. El-Kilany added that by reducing direct contact between taxpayers and employees, the ministry anticipates increased transparency and improved tax compliance without needing to raise tax rates.

The state is focused on creating better conditions for its partners to compete, grow, and invest, El-Kilany stated. He noted that the positive feedback from the tax community regarding the first package of facilities has encouraged the ministry to persist in developing this cooperative framework.

The second package also includes various incentives for compliant and long-term partners, aiming to improve tax services and lessen administrative burdens, El-Kilany concluded.
