Cairo: In line with the Egyptian Nuclear and Radiological Regulatory Authority's (ENRRA) commitment to transparency and to keep the public informed of the actual conditions at the El-Dabaa Nuclear Power Plant project, and in light of general allegations of reported safety violations contained in a recently published press report, the Authority clarifies the following:According to State Information Service Egypt, the Authority confirms that the El-Dabaa Nuclear Project is being executed in accordance with the highest internationally applicable nuclear safety and security standards. All stages of implementation are subject to strict supervision by ENRRA as the national regulatory body, alongside continuous follow-up and support from the International Atomic Energy Agency (IAEA).In this context, the Authority exercises its regulatory and supervisory role over the construction activities of the El-Dabaa Nuclear Power Plant through several oversight processes, including an evaluation of licensing documentation that took approximately eighteen months, involving international expert firms. Licenses to commence construction work are issued only after verifying the safety and integrity of the designs.Conducting daily follow-up through the Resident Inspector system, the project involves numerous ENRRA experts as well as experts from an international consultant experienced in the technology used at the plant. This is in addition to periodic inspections aimed at verifying compliance with relevant safety standards, safety culture, and occupational health and safety.ENRRA identifies observations (if any) during daily and periodic inspections and monitors the actions taken by the Nuclear Power Plants Authority (NPPA) and the Russian contractor to ensure full compliance with approved requirements. IAEA review missions have praised ENRRA's regulatory oversight of the El-Dabaa Nuclear Power Plant, most recently during the Integrated Regulatory Review Service (IRRS) mission in June 2026, which confirmed that Egypt possesses a comprehensive and robust regulatory framework supported by a high level of professionalism and competence.ENRRA emphasizes that there are no threats to the safety of the plant. This is attributed to the NPPA's implementation of a strict quality assurance system at the construction site, which detects any deviations from standards and implements corrective and preventive measures to prevent their recurrence in the future, alongside full commitment to satisfying all regulatory procedures and obtaining the necessary approvals in advance.Finally, the ENRRA affirms that all work at the El-Dabaa Nuclear Power Plant site is subject to strict national supervision, ensuring the project is executed according to the highest global safety rates, matching IAEA standards and international best practices.
