Cairo: At the beginning of the plenary session of the House of Representatives on Monday, June 29, 2026, Speaker Hisham Badawi referred two presidential decrees concerning international agreements to the constitutional and legislative affairs committee, along with two government-drafted bills to the relevant parliamentary committees for review and the preparation of reports.
According to State Information Service Egypt, the international agreements include presidential decree No. 251 of 2026, which approves annex No. (1) to the cooperation agreement between the national post authority and the Universal Postal Union, signed on November 27, 2025. These agreements also encompass presidential decree No. 261 of 2026, approving the financing agreement for the 4th phase of the sustainable development project for the Abu Rawash wastewater treatment plant. This was a collaboration between the Egyptian government and the African Development Bank, signed on May 12, 2025.
Additionally, two government bills were referred for parliamentary review. The first bill proposes amendments to certain provisions of Law No. 178 of 2023, which established the Egyptian Export and Investment Guarantee Agency. The second bill concerns setting the annual periodic raise for employees subject to the Civil Service Law. It includes granting a special allowance to employees not covered by the law, increasing the additional incentive for state employees, and providing a special grant for employees of public sector companies and public business sector companies.
