Cairo: Ministry of Foreign Affairs, Emigration and Egyptian Expatriates: The Ministry has released the full text of a white paper titled 'Strategic Balance: Features of Egyptian Foreign Policy Over Ten Years' on its official Facebook page.

The 168-page document is divided into eight chapters, each addressing significant areas of Egypt's foreign policy. These include Egypt's interactions within the Arab world, its regained leadership in Africa, policies concerning the European continent, and its strategic positioning in a shifting international system. The paper also discusses Egypt's engagement with Asia, relations with the United States, efforts towards an international system based on law and cooperation, and Egypt's participation in international organizations and multilateral diplomacy. Additionally, the document outlines Egypt's strategies in combating international terrorism and its aim to establish a comprehensive, balanced system.

According to State Information Service Egypt, the white paper introduces a new "strategic doctrine" in Egypt's foreign policy, called the "doctrine of strategic balance." This doctrine encompasses various directions and priorities that are intended to advance Egypt's national interests.
