Cairo: Egypt's Cabinet on Wednesday July 16, 2025, approved golden licenses for three major private-sector projects in textiles, agribusiness, and wind energy, as part of efforts to accelerate investment, boost exports, and support industrial localization. The approvals were made during the 50th meeting of the Council of Ministers, chaired by Prime Minister Moustafa Madbouly, and are part of a broader push to streamline permits for high-impact investments.
According to State Information Service Egypt, the government granted the golden licenses to Chinese textile manufacturer Kingdom Holdings, which plans to build and operate a flax and textile manufacturing facility over 51,900 square meters in Sadat City, Monufia Governorate. With a projected investment of $58 million, the project is expected to create 500 jobs and target 100 percent export of its production, including 3,800 tons of linen yarn annually. The facility will aim to use at least 30 percent local content within three years and introduce advanced textile technologies, including proprietary drying methods and automated production. Kingdom operates five flax yarn plants worldwide and holds a 15 percent share of the global linen market.
A golden license was also approved for Alamir for Manufacturing and Preparing Agro Products, which will establish a multi-factory complex for processing, packaging, and exporting fruits, vegetables, and tomato paste in Sadat City. Spanning over 37,660 square meters, the project will export over 70 percent of its output while relying on 80-90 percent Egyptian raw materials, helping to reduce imports and deepen local supply chains. The facility is scheduled to start operations in October 2027 and will provide 400 jobs.
The Cabinet further approved a golden license for UAE's Masdar to develop a 200-megawatt wind power plant in the Gulf of Suez over a 37.3 square-kilometer site in the Red Sea Governorate. Set to be operational by May 2027, the project will feed into Egypt's national grid and help save 175 million cubic meters of natural gas annually. The development is expected to generate 2,000 job opportunities during construction and operation phases, in line with Egypt's clean energy and climate goals. The golden license is a fast-track permit introduced by Egypt to streamline administrative procedures for strategic and industrial investments.
