2025 Marked a New Phase in Egypt-Europe Strategic Partnership

Cairo: The year 2025 marked the launch of a new phase in Egypt's relations with Europe, as Cairo moved to strengthen national security pillars and reinvigorate its foreign policy outreach in line with directives from President Abdel Fattah El Sisi. The year was highlighted by the first-ever Egypt-European Union summit, held in Brussels in October with the participation of President Sisi and EU leaders, which Egyptian officials described as a turning point in bilateral relations. The summit underscored Europe's appreciation of Egypt's regional role and resulted in the signing of a broad package of agreements in key sectors, including Egypt's accession to the EU's Horizon Europe research and innovation program.According to State Information Service Egypt, a high-level investment forum held alongside the summit further consolidated Egypt's standing as a strategic partner for Europe. Egypt also stepped up engagement with European capitals through a multi-track strategy in 2025, reflected in an intensive exchang e of high-level visits. A total of 42 senior-level visits took place between Egypt and European countries, involving heads of state and government and foreign ministers, highlighting the centrality of Egypt-Europe relations.Egypt held 13 rounds of political consultations with various European states, providing platforms to exchange views and present Cairo's positions on regional and international security issues. During the year, Egypt upgraded bilateral relations with several European countries - including France, Spain, and Greece - to the level of strategic partnership, and signed qualitative agreements covering a wide range of areas, including migration cooperation.As a practical outcome of the growing rapprochement, five rounds of joint economic committees and business councils were convened, contributing to closer trade, investment, and economic ties. Within the Euro-Mediterranean framework, Egypt played an active role in shaping the Mediterranean Charter from its early consultative stages, culminat ing in its formal launch at the Barcelona Process ministerial meeting in November. Egypt is currently preparing its contribution to the charter's action plan to ensure its objectives translate into outcomes aligned with national priorities.These developments demonstrated the success of Egypt's efforts in 2025 to recalibrate relations with Europe from cooperation to a comprehensive strategic partnership based on mutual interests and respect, while maximizing political, economic, and developmental returns from bilateral and multilateral frameworks. Egypt remains committed to building on these gains to enhance political and economic benefits, support national development priorities, and reinforce its role as a reliable and effective partner for Europe and in the Mediterranean region.
