UAE Government honours 290 graduates of Government Excellence System Professional Diploma Programme


DUBAI: The Sheikh Khalifa Government Excellence Programme under the Prime Minister’s Office in the Ministry of Cabinet Affairs and Hamdan Bin Mohammed Smart University (HBMSU) honoured 290 graduates from 12 batches of the Government Excellence System Professional Diploma programme within the category of Government Excellence System Evaluator.

The programme aims to train and prepare a generation of national cadres in the field of government excellence, promote the culture of excellence and governance, as well as contribute to empowering government agencies and building their capabilities in various aspects of the government excellence system.

The graduation ceremony, which was held at the HBMSU campus, was attended by Omar bin Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications and Director-General of the Prime Minister’s Office, Dr. Raja Easa Al Gurg, Deputy Chairperson of HBMSU Board of Trustees, Dr. Mansoor Alawar, Chancellor of HBMSU, Ibrahim Salm
an Al Hammadi, Executive Director of Services Measurement Index in the Prime Minister’s Office at Ministry of Cabinet Affairs and General Coordinator of the Sheikh Khalifa Government Excellence Programme, along with a number of officials and employees of government entities.

Omar Sultan Al Olama stated that promoting excellence is a key pillar of the UAE government’s efforts to translate the vision of our leadership to transform government operations into a global model of excellence and quality performance. This contributes to the nation’s journey of shaping the future of governmental work.

He added that the UAE government invests in exceptional national cadres, equipping them with the necessary skills and tools to lead projects and initiatives that promote both organisational and individual excellence. He also emphasised the crucial role of the programme’s graduates in enhancing their teams’ capabilities and sharing knowledge with their colleagues, thereby strengthening the ecosystem of excellence within
government entities.

Dr. Raja Easa Al Gurg emphasised the importance of cultivating specialised competencies in government excellence to enhance job performance across various levels in government entities, saying, ‘These graduating batches reflect our commitment to developing national competencies and promoting a culture of excellence in government entities. This programme plays a vital role in preparing specialists capable of providing advice and support in the field of government excellence. This contributes to achieving the highest standards of performance and quality in government services. We are proud of these graduates who will play a major role in enhancing our country’s leadership in institutional excellence at regional and global levels.’

Dr. Mansoor Alawar said, ‘We are pleased to celebrate the graduation of 12 batches of national cadres, who are qualified to lead the future and equipped with the knowledge to provide advice in the field of government excellence that will enhance the quality of s
ervices and raise performance efficiency at all levels. We are proud to have graduated over 600 members from the Government Excellence System Professional Diploma programme over the past few years, representing an important step in developing the skills of government cadres to enhance readiness and innovation. This aligns with HBMSU’s commitment to developing national skills, in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai. Building capabilities to lead the future is a national priority in the process of building the future.’

Supportive framework for government excellence

The Government Excellence System Professional Diploma programme supports government initiatives by preparing a specialised group of national cadres in the field of excellence. This programme aims to develop their skills, expand their experience, and equip them with the knowledge to foster a culture of excellence in their workplaces. They achieve this through e
valuations or consultations based on the standards of the government excellence system. In doing so, this programme aids government entities in achieving optimal results.

The Government Excellence System Evaluator Diploma serves as an ideal platform to refine the skills, experiences, and expertise of participants in evaluating government entities, in accordance with the government excellence system standards. It also supports government sector entities by enhancing their levels of excellence, which, in turn, solidifies the country’s regional and global leadership in institutional excellence.

The diploma programme is divided into three phases. In the first phase, “Introduction to Government Excellence,” participants gain a comprehensive understanding of excellence, its principles, and its role in improving government services. They are also introduced to the national agenda, models for institutional excellence, and the evaluation methodology for the government excellence system. In the second phase, “Governm
ent Excellence System,” participants learn about the UAE government excellence system, including its axes, standards, and application methods. This phase also covers strategic planning, initiative development, performance incentives, measurement methods, smart government, future planning, innovation management, capability management, and governance requirements.

The third phase, “Graduation Project,” focuses on enhancing participants’ practical skills by applying the diploma’s content to provide advice or evaluate a government institution’s performance and compliance with the government excellence system’s standards.

The Prime Minister’s Office in the Ministry of Cabinet Affairs signed a Memorandum of Understanding with HMBSU, with an aim to develop professional diploma programmes in the government excellence system, as part of its efforts to adopt and develop international best practices in institutional excellence within government entities. This move also seeks to build the capacities of qualified nation
al cadres to implement the government excellence system, which is the first of its kind in the world.
