Cairo: Dr. Hani Sewilam, the Minister of Water Resources and Irrigation, convened a meeting to assess the advancement of steps aimed at streamlining the issuance of licenses pertinent to the ministry’s operations, particularly those linked to tourism projects. The review focused on licenses administered by the ministry’s departments, including the Nile River Protection Sector, the Coastal Protection Authority, the Groundwater Sector, and the High Dam and Aswan Reservoir Authority, all of which adhere to existing legal frameworks.
According to State Information Service Egypt, Dr. Sewilam emphasized his dedication to supporting both citizens and investors, aiming to enhance tourism services and foster economic growth. The initiative to simplify the licensing process is designed to bolster the tourism industry and facilitate investment, thereby contributing to the national economy and job creation. Additionally, the minister highlighted ongoing efforts to advance digital transformation within the ministry, aligning with the objectives of the second generation of the Irrigation 2.0 system.
Dr. Sewilam revealed that the initial phase of the “Electronic Licensing System concerning groundwater licenses” is underway in the West Delta’s groundwater management departments. This system allows users to acquire licenses via an electronic account, submit necessary documents online, and monitor application outcomes through the platform. If successful, this pilot program will be expanded to other departments, with similar electronic systems being developed for coastal and Nile River licenses.
He further noted that digital transformation and the development of electronic systems are instrumental in reducing the time and procedures required for license issuance. This approach facilitates processes for citizens and investors, addresses human resource shortages within the ministry, and promotes transparency and anti-corruption efforts. The ministry aims to integrate governance principles across all sectors as part of its commitment to the “digital transformation” strategy, a key component of the second generation of the Irrigation 2.0 system.
