Diaa Rashwan, head of the State Information Service and the Syndicate of Journalists, commented on President Abdel Fattah El-Sisi’s decision, during a telephone Call with the “Masaa dmc” program on the “dmc” channel, on Monday evening, October 25, 2021, to cancel the state of emergency across the country for the first time in years.
He said: “This is a day of happiness in Egypt, and happiness comes from simple information that some may not be aware of”.
Rashwan mentioned that the state of emergency is the imposition of the emergency law, which was promulgated in 1958, “a law that remains in the drawer,” allowing the state in times such as epidemics, wars or disasters to issue and implement it, and at that time it is called a state of “emergency.”
He added during his call On the “Masaa” dmc program, the state of emergency law has been in force for 45 years, from the 1967 defeat until 2012, when the Supreme Council of the Armed Forces abolished at that time, before the presidential elections.
Rashwan continued: “the period during which the emergency law was lifted was only 18 months before assassination of President Sadat, then it returned again, so it is a major event”.
He confirmed that “state of emergency law” was not imposed after the January 25, 2011 revolution at all, but the Supreme Council of the Armed Forces abolished it in May 2012, and it only returned for one month after what the Brotherhood and terrorists made In “Rabaa” and “Al-Nahda” squares.
It was not also imposed during the period of President Sisi’s rule until April 2017.
Diaa Rashwan explained that the Emergency Law was radically amended in May 2020 after “Corona virus”, adding important articles to it in order to deal with the virus economically, healthily and curatively, Thus, the intent of the emergency law was not to restrict freedoms.
He also mentioned that the Emergency Law was permitting administrative detention; searches of places without bounding by the Code of Criminal Procedure, and the Constitutional Court abolished this.
Rashwan continued, “Egypt is currently devoid of terrorism, and almost devoid of Covid-19, added that President Sisi’s decision to cancel the extension of the state of emergency throughout the country, for the first time in years, is an important message about the republic that will not live in intensive care room.
He explained that the decision contains an important political and economic message, and went on: “Egypt says goodbye to emergency and the president often stressed openness to “hear each other.”
Rashwan confirmed that the media is required to put the record straight, commenting : “We are not on a defensive statue.”
