Cairo: Prime Minister Dr. Mostafa Madbouly held a meeting at the government headquarters in the new administrative capital with Dr. Maya Morsi, the Minister of Social Solidarity, to review the ministry’s work files from 3 July 2024 to 15 April 2025. The meeting was attended by Engineer Marguerite Saroufim, Deputy Minister of Social Solidarity, and Ms. Dina El-Sayarfi, the Minister’s Assistant. The Prime Minister emphasized the critical role of the Ministry of Social Solidarity, particularly in implementing social protection programmes.
According to State Information Service Egypt, Dr. Maya Morsi presented the ministry’s work axes, with social protection as the primary focus. She highlighted that Egypt is preparing a framework for social protection aligned with the new social insurance law. The national strategic framework aims to enhance social cooperation in line with Egypt’s Vision 2030 and the government’s action plan for 2024-2027.
The Minister noted that there are 22 social protection programmes offere
d by various entities, with 13 provided by the Ministry of Social Solidarity, accounting for 60% of the total. She discussed the legislative frameworks governing social protection, including the Social Insurance Law 2025 and amendments to the Family Insurance Fund Law.
Dr. Morsi elaborated on the “Takaful and Karama” cash support programme, which has benefited 7.7 million families over the past decade. The programme plans to enroll an additional 190,000 cases by June 2025. The Minister also discussed educational initiatives, noting a compliance rate of 81% among children from beneficiary families.
The meeting also covered the social solidarity units project at universities, the ministry’s new vision for cash support, and efforts to enhance the care economy. The Minister highlighted initiatives in early childhood development, elderly care, and orphan care homes, including technological monitoring systems and training programmes for caregivers.
Dr. Morsi addressed the development of correctional institutions
, the integration of persons with disabilities, and the Fund for Combating and Treating Addiction. She emphasized service automation efforts, including the nearing completion of the digital system for the National Authority for Social Insurance.
The Minister discussed the “social solidarity units” axis, including the establishment of 105 new units. She highlighted community awareness efforts, such as the “Mawda” programme, and the implementation of the presidential initiative “A New Beginning,” benefiting 17 million individuals.
Dr. Morsi concluded by reviewing the ministry’s interventions in the national project for the development of the Egyptian family, focusing on economic empowerment and education. She mentioned the restructuring of the NGO Labour Fund and partnerships with civil society organizations. The feeding campaign exceeded 100 million meals, and plans are underway for a centre of excellence for psychological support for children.
