DUBAI: The Ministry of Health and Prevention (MoHAP) has organised a workshop on the Zero Government Bureaucracy (ZGB) Programme in collaboration with the programme’s team from the Prime Minister’s Office to discuss the objectives, review the work systems, and clarify the evaluation criteria of the programme.
The gathering delved into the scope, procedures, and requirements associated with the programme’s various components and discussed the evaluation criteria as well as the mechanisms for determining the zeroing processes.
Furthermore, officials clarified the next steps the ministry must take, based on the insights provided by the Prime Minister’s Office team and in accordance with the five evaluation pillars included in the Zero Government Bureaucracy Programme.
The programme is designed to help achieve national goals of improving the quality of life for the community and enhancing customer satisfaction. It also aims to support the UAE’s leadership and competitiveness in global government service indica
tors and contribute to sustainable development goals.
The session was attended by prominent figures, including Abdullah Ahli, Acting Assistant Under-Secretary for the Support Services Sector and Head of MoHAP’s Zero Government Bureaucracy Team.
Also present were members of MoHAP’s programme team and directors from the Strategy, Future, Governance, Human Resources, Training, and Finance Departments, alongside a group of the Ministry’s advisors tasked with implementing the programme.
Representing the Prime Minister’s Office were Advisor Hesham Al Amiri, Coordinator of the Zero Government Bureaucracy Programme; Amira Al Ketbi, Director of the Government Services Evaluation Department; and Hind Alabbar, Government Services Sector Expert.
During the workshop, participants put forth a detailed action plan with specific objectives and stages, set along a defined timeline for the completion of the zeroing operations. The comprehensive plan incorporates mechanisms for ongoing monitoring and evaluation, culminating
in a comprehensive assessment process to gauge the impact of implemented improvements. These improvements are designed to facilitate customer interactions and deliver quicker services by streamlining procedures, removing redundant requirements, and striving to establish a pioneering user experience in the health sector.
Dr. Mohammed Salim Al Olama, Under-Secretary of the Ministry of Health and Prevention, said, ‘The workshop marks a pivotal step in our proactive journey to streamline government operations in line with the UAE’s wise directives. By rapidly adopting and implementing the Zero Government Bureaucracy Programme, we aim not only to enhance government efficiency but also to set new benchmarks in delivering top tier, globally recognised institutional services.’
He further emphasised, ‘At the MoHAP, our commitment goes beyond compliance; we strive to incorporate leading international practices that significantly elevate our service standards, aligning with the UAE Government Charter for Future Servic
es.’
Al Olama added that a detailed action plan, complete with a specific timeline for implementation within the current year, will be formulated. ‘We are confident that our efforts in this respect will significantly enhance the customer journey by making it more efficient.’
‘The Ministry offers various service packages designed to save time and effort, enabling customers to access services without the need for repeated visits to either the Ministry’s own service centres or those of other government or private entities involved in health service provision,” he noted.
‘We look forward to developing our services within a sustainable framework that promotes innovative practices characterised by flexibility, proactivity, and readiness within our operational system. We are committed to providing efficient and effective corporate services and a robust digital infrastructure,’ Al Olama said.
The ZGB programme is a major initiative launched by the UAE government to eliminate redundant government procedures and re
quirements, significantly simplifying the administrative process. Ministries and government entities are tasked with the immediate implementation of the programme, which includes cancelling a minimum of 2,000 government measures, halving the time required for procedures, and removing all unnecessary bureaucracy by the end of 2024.
