Joint Declaration on the 1st Meeting of the Strategic Cooperation Council between Egypt and Trkiye

The Republic of Trkiye and the Arab Republic of Egypt (hereinafter referred to as “the Parties”);

On the basis of the strong friendship and shared values that bind the two countries and the principles of mutual respect, mutual understanding, cooperation and respect for the purposes and principles of the United Nations charter;

Recalling the Joint Declaration on the Reinstitution of the High-Level Strategic Cooperation Council between the Republic of Trkiye and the Arab Republic of Egypt, signed on 14 February 2024 in Cairo;

While noting that the year 2025 will mark the centennial of the establishment of diplomatic relations between Trkiye and Egypt; expressing their will to further elevate their partnership and cooperation in all fields to the strategic level and exploring new avenues of cooperation between both countries based on mutual interest and the principle of solidarity;

Aiming at promoting peace, prosperity and stability in their neighborhood and beyond, and reiterating their commitment to the pr
inciples and norms of international law and the UN Charter;

Determined to strengthen their coordination and cooperation in the international fora with a view to contributing to international efforts to tackle global challenges, including sustainable development, climate change, protection of the environment, food safety;

Expressing their cognizance of the immense contribution of economic cooperation to the prosperity and socioeconomic development of their people, through a privileged, fruitful and mutually beneficial economic partnership;

Following the 1st High-Level Strategic Cooperation Council meeting between the Republic of Trkiye and the Arab Republic of Egypt, which was held under the co-chairmanship of the Presidents of the two States in Ankara, on 4 September 2024:

1-Welcome the signing of memoranda of understanding in the fields of finance, environment, urbanization, health, energy, enterprise, agriculture, civil aviation, information and communication technologies, higher education, labor and em
ployment, cooperation and capacity building, railways, competition policy, cooperation between diplomacy academies and decide to increase joint efforts in order to diversify and deepen multi-dimensional cooperation and coordination between the Parties by updating the existing bilateral legal framework of all fields as needed;

2-Request the Joint Planning Group, co-chaired by the Ministers of Foreign Affairs, to commence work in order to further advance bilateral relations between the two countries in all fields, to be endorsed at the next meeting of the High-Level Strategic Cooperation Council;

3-Express their willingness to increase their trade volume to 15 billion USD through further promoting economic and commercial relations between the two Parties and exploiting the existing potential;

4-Agree to continue improving the investment climate for businessmen of their respective countries and to take, in this regard, necessary measures to eliminate problems of investors and companies on each side and to enc
ourage new investments;

5-Reiterate their willingness to promote Foreign Direct Investment (FDI) and express their willingness to strengthen their cooperation in the fields of industry and infrastructure;

6-Encourage bilateral cooperation in the fields of micro-enterprises and entrepreneurship by supporting young entrepreneurs to implement joint projects;

7-Express their commitment to promote and increase joint economic projects and mutual investment opportunities in all fields with a view to achieving integration in terms of production, consumption as well as exportation to third countries in Africa, Europe and other parts of the world;

8-Encourage regular participation in trade fairs and exhibitions, and economic events such as forums, seminars, conferences, workshops taking part in Trkiye and Egypt, as well as exchange of trade and business delegations between the two Parties;

9-Reiterate their willingness to continue political and diplomatic dialogue between the two countries, and to broaden the scal
e of consultations in different fields such as military, security, and consular affairs;

10-Underline the importance of maintaining close cooperation in the field of energy and advancing dialogue on bilateral relations, joint projects and investments, as well as supporting cooperation in energy transition, mainly in the fields of renewable energy and energy efficiency, based on the principles of mutual benefit;

11-Recognize the importance of cooperation in environmental matters bilaterally and within the framework of international organizations in which both countries are members with the aim of combatting climate change, reversing loss of biodiversity, preventing desertification, land degradation and similar challenges;

12-Support strengthening bilateral cooperation in the field of civil aviation and encourage relevant authorities to facilitate procedures for airline operations, increase the number of flights, facilitate the work of airline companies and contribute to the diversification of air transport
links by launching flights on new routes;

13-Agree to strengthen bilateral cooperation in the fields of housing and urban planning;

14-Express the importance of deepening their cooperation in the fields of labor, employment and social security;

15-Agree to enhance their cooperation in the field of social policies, including the protection of women, the family, children, the disabled, the elderly and social assistance;

16-Express their willingness to strengthen their cooperation in diplomatic training at the bilateral and multilateral levels by signing a new Memorandum of Understanding (MoU) between their Diplomatic Academies, which will replace the previous MoU of 2007;

17-Emphasize the cultural and historical bonds between both countries, and agree to further strengthen their cooperation in the fields of tourism, culture, education, youth and sports;

18-Express their intention to improve cooperation in the fields of media, communication and combatting disinformation;

19-Agree on exploring cooperation
opportunities in the field of technical and vocational training;

20-Agree to strengthen bilateral cooperation in health and medical sciences;

21-Express their commitment to improve cooperation in various fields including maritime, aviation, and road transport;

22-Stress the importance of strengthening cooperation between relevant authorities of the Parties aimed at countering terrorism in all its forms and manifestations and combating transnational organized crime, including smuggling of illegal migrants, human and drug trafficking;

23-Express their commitment to enhance their cooperation to support multilateral efforts and to coordinate positions of mutual interest within international and regional organizations as well as to continue coordination and consultations between the two countries in these organizations and where possible extend mutual support for candidacies in international organizations;

24-Express their willingness to further enhance their consultations on regional issues as well as develo
p capacity building approaches for the African continent;

25-Agree to continue to cooperate closely within international and regional organizations, including the United Nations and the OIC, as well as encourage furthering dialogue and cooperation between Trkiye and the League of Arab States;

26-Reiterate their intention to strengthen cooperation within the scope of the D-8 Organization for Economic Cooperation;

27-In the face of Israel’s continuous flagrant violations of International Law and International Humanitarian Law in Gaza, including the targeting of civilians and civilian infrastructure, which have been continuing for 11 months, and the ongoing humanitarian catastrophe in Gaza, call for an immediate and permanent ceasefire, the release of hostages and detainees, the uninterrupted and unimpeded flow of humanitarian and medical aid into Gaza and throughout the strip within the framework of UN Security Council resolutions and also call for strong solidarity for the reconstruction of Gaza, as well as
the urgent restoration of peace in the region in order to prevent further escalation, while expressing readiness to further strengthen the level of coordination and cooperation between Egypt and Trkiye to support efforts addressing the humanitarian situation in Gaza;

28-Express grave concern over the illegal Israeli practices in the West Bank including East Jerusalem, and condemn in this regard Israeli settlement activities, settler violence, as well as pertinent escalatory and inflammatory rhetoric, and Israeli military incursions into Palestinian cities, and call upon the international community to support the Palestinian National Authority’s efforts in facing and lifting Israeli restrictions as well as illegal policies and practices, while empowering it to fulfill its duties and responsibilities towards the Palestinian people in Gaza and the West Bank including East Jerusalem.

29-Reiterate their unwavering support for the call to end the Israeli occupation of the Palestinian Territory and the legitimate
right of the Palestinian people to establish an independent, sovereign and contiguous state based on the 4th of June 1967 lines, with East Jerusalem as its capital, while protecting the right of return for all Palestinian refugees, and invite the countries that have not yet recognized the State of Palestine to take swift actions towards this end; reiterate the importance of the pertinent initiatives of the Gaza Contact Group of the Organization of Islamic Cooperation and the Arab League in this regard;

30-Support the efforts towards and stress the importance of achieving intra-Palestinian unity at the current stage of the Palestinian cause;

31-Reiterate their shared commitment to achieve a lasting and comprehensive solution of the conflict in Syria in accordance with UNSCR 2254; underline the importance of combatting terrorism in its all forms and manifestations in Syria while stressing the importance of its sovereignty and territorial integrity; emphasize the importance of the humanitarian relief assistanc
e and early recovery projects to the Syrian people and call on the international community for the continuation of this effort in a satisfactory level;

32-Emphasize the importance of supporting Iraq’s sovereignty and stability, and underline their support to Iraq’s efforts towards development and reconstruction;

33-Confirm their will to support a Libyan owned and Libyan led political process under the facilitation of the United Nations with the aim of preserving Libyan security, stability, sovereignty, territorial integrity and political unity;

34-Agree on the importance of ensuring peace, security and stability in the Horn of Africa and the prevalence of good neighborly and cordial relations, as well as mutual respect for territorial integrity and sovereignty of each country;

35-Expressing their regret and concerns regarding the ongoing conflict in the Sudan, which has led to devastating humanitarian consequences throughout the country and the region, and welcome initiatives to resolve the crisis peacefu
lly and support collective diplomatic efforts in this regard;

36-Confirm their determination to continue joint efforts to further strengthen relations in every field, which derive their strength from deep-rooted bonds of friendship, for the benefit of the two friendly and brotherly peoples as well as the entire region.
