DGSN, Bank Al-Maghrib Strengthen Technical and Operational Cooperation


Rabat – The General Directorate of National Security (DGSN) and Bank Al-Maghrib (Morocco’s Central Bank) have strengthened their technical and operational cooperation by concluding a memorandum of understanding enabling the latter to use the technical features provided by the National Electronic Identity Card (CNIE), alongside a partnership agreement for Bank Al-Maghrib’s site and cash-in-transit security.

The MoU, convened on Monday in Rabat, by the governor of Bank Al-Maghrib and DGSN General Director, enables the financial institution to benefit from the technical features of CNIE to combat the fraudulent use of identity documents, by improving identity verification and security mechanisms, while enhancing the quality of services delivered by the economic sphere to citizens.

It also helps the Central Bank incorporate the national trusted third party platform, developed by DGSN, into its IT system to serve as an identification and identity verification tool, in real time and automatically, either in perso
n or remotely via the digital identity system.

Under this document, Bank Al-Maghrib shall use the identification data embedded in the CNIE, particularly those that are accessible to the public so as to avoid manual typing entry errors.

The agreement also provides for the development of an exchange of expertise mechanism in the fields of training, technical support and the running of joint activities on the optimal and efficient use of the National Trusted Third Party Platform and the related digital identity system.

DGSN will also provide the technical solutions it has developed to facilitate the use of these electronic identification systems by BAM.

As for the Partnership Agreement on site and cash-in-transit security, it is governed by the provisions of article 74 of Bank Al Maghrib’s statutes, according to which ‘the government ensures the security and protection of the Bank’s administrative facilities, its coin museums and its branches and agencies. It provides the necessary in-transits to guarantee t
he safe cash/valuables-in-transit. An agreement between the State and BAM defines the terms of the provisions of the above paragraph’.

This agreement covers two main areas, the first relating to the security of Bank Al-Maghrib’s central and regional sites, and the second relating to the cash/valuables-in-transit operations carried out by the Bank at the national level.

In this context, DGSN provides the human and operational resources to ensure the external security of BAM’s central and regional headquarters, including its headquarters and museum, as well as its branches and agencies across the country (22 sites). For its part, Bank Al-Maghrib grant police services access to the security and surveillance systems of this public institution.

By virtue of this agreement, DGSN will provide the human resources to secure cash/valuables-in-transit national operations, while Bank Al-Maghrib will provide the logistical resources for this security mission.
